Problem to verify ElectrumG checksum signature

I tried to verify the ASC file of checksum for ElectrumG but I cannot import the public key of h4x3rotab (PGP: 0x38EE12EB597B4FC0) in gpg4win as the Kleoprata found “One certificate without name and email address was ignored.” Does anyone met the same issue.
