The 51% attack gives temporary control of the chain; it’s the double-spend that allows them to cheat an Exchange. They need the profit from cheating the Exchange to fund the continuing attack.

The hashpower for such an attack is costly. If they stop the legitimate chain entirely, they are unable to steal.

The current attacker’s goal is to steal.
