Who is in charge of the 100,000 coin endowment that I am reading about? Like who can authorize a 1000 coin excange for expansion and what not?
All of the wallets in the Endowment are in 4/6 multisig wallets. These means that any disbursements must be signed with at least four of the six existing signatures.
The six signatures are in the hands of the six co-founders of the project.
Thus, no single person can authorize any disbursement; all decisions are made as a group, not as individuals, and the multisig wallets enforce this and protect the Endowment from any single actor.
